Board Statement Regarding Indigo Ridge

Green Mountain Water and Sanitation District (GMWSD) is aware that the City of Lakewood is being asked to approve a new Metropolitan District, Indigo at Red Rocks Metropolitan District (Indigo), wherein GMWSD is named a potential source of service in their Service Plan.  GMWSD believes it is important for City Council members to be fully aware that the Indigo filing may give Lakewood residents and their elected representatives a false impression regarding service available to the proposed District.  

GMWSD has never been approached by the Indigo applicant or its legal representatives regarding the availability or interest of GMWSD in providing an Intergovernmental Agreement (IGA) for any service to a potential future municipal district.   We have no outstanding will serve letters. GMWSD wishes to be clear that it makes no commitments regarding any future extra-territorial service. We object to being named as the possible service provider for any new district. 

The GMWSD Board is committed to providing excellent service for our customer within the district, and secondarily to areas outside the district if there is capacity, customer approval, sound business partners and advantages to the district, none of which have yet been positively ascertained in this instance. 

Although future service to an existing or new Metropolitan District via an IGA or through other means is not precluded, we do not believe the City of Lakewood should approve a service plan without understanding the unclear representations of the applicant and giving due consideration to the potential legal implication and negative effects on future district residents.
